Even if your numbers are right, you fail to account for the fact that Palestinians regularly kill other Palestinians. The reason is the same as the difference in the death rates between major American cities and the rest of America.
In some places, the veneer of civilization is very thin, or disappears entirely. The Palestinian Authority can correctly be considered as one big Detroit, or New Orleans. It is a basket case of welfare, cursed by the inability to govern itself through elections, and punctuated by regular shootings.
If you want to make apologies for that, you are a fool. If you do not recognize that, you are a greater fool.
