A. The chemical was some really, really funky vinegar made from Mogan David wine gone bad.
B. It landed on the house of the President of the Palestinian Authority by accident when the rocket crew dialed in a reciprocal azimuth.

My guess is, propaganda for domestic consumption. The nutbars in the PA are probably trying to buck up their own somewhat-reluctant jihadis, many of whom are probably crapping themselves at the thought of having to face down a squadron of Merkavas with a fourth-hand AK and a 35-year-old RPG. So they start spewing lies about their wonderful chemical weapons they're using against the Zionist pigs, etc., etc. Hey, Adolf did it for years--the standard German refrain during the later years of World War II, as their cities burned around them, was, "just wait until our 'secret weapons' turn the tide, just hold on!" The difference was, of course, that the Germans actually *had* some advanced weapons. These guys think "armored cavalry" is a Toyota pickup with a tripod-mounted LMG in the back.
