"Mr. Bolton attacked the U.N.’s High Commissioner for Human Rights, Louise Arbour, after she expressed “grave concern” about the reported existence of secret detention centers."

Maybe his "comment" wasn't an "attack", and perhaps her "grave concern" was an unfounded accusation, for which Mr. Bolton was simply calling the lie on?
Just because the clowns in the U.N. are used to making unfounded accusations against the U.S. and have them go undefended, doesn't mean things must stay that way.

Whether because of the corruption that plagued the U.N.’s oil-for-food program or the organization’s history of allowing egregious abusers like Zimbabwe and Sudan to make pronouncements on human rights, Mr. Bolton, like his patrons in the White House, views the international body as little more than an inefficient body of self-important bureaucrats.
