I think it is only illegal for anyone to offer a material reward to convert to another religion. It isn't illegal to preach the Gospel, because indigenous Christian congregations in Israel do it all the time, including street/beach evangelism.

This is not true. Registration is required, but once registered you are allowed to prosletize.
