the US Senate has failed by just one vote to amend the constitution If I recall my high school civics lesson correctly, the Congress does not have the power to Amend the Constitution. They only have the power to recommend an amendment, which then must be approved by 2/3 of the states.
Why does the press continually misrepresent simple facts?
