If this was a "Classified" program, how did Times get the scoup? This makes me think of Judy Miller and Scooter Libby. The leak has to come from the administration. Can we find out who initially leaked the info?

Well, on the bright side some politicians are now calling this treason.

And demanding charges be brought.
It always takes them longer then us to call it for what it is, so that's the silver lining. I suspect evntually they will start prosecuting the NYT's. The question is how long before it occurs. I personally started labeling them traitors a couple of years ago. Will it take two more years before legal repercussions are felt at the NYT's and LAT buildings?
Apparently no law was broken, so all they can do is whine about it.

My point is that anyone who executes wire transfers, which is the standard interbank method of funds transfers for foreign commerce knows what SWIFT is. This includes terrorists, who are, regrettably, quite a bit more sophisticated than the average person in matters regarding the movement of money and people internationally. The evidence is simple. If they were not that sophisticated they would not have become a threat.
Ever since "know your customer regulations," etc. almost anyone in business assumed that funds transferred across an international boundary were monitored by intelligence agencies. First, it is obvious enough a thing to do.
Second, I really hate to say it, but your average federal gumshoe trods as deftly as a cripple in combat boots. When you send a wire transfer and get an immediate inquiry from your bank about the nature of the transfer and the nature of the intended recipient, along with a statement that the request is generated by the government, it is just a bit obvious who is doing what. And this for cases where, were said feral gubmint intelligence bureaucrat really clever and up to the mark, could have looked up the recipient on the internet, could have seen that the recipient is an established and reputable corporation doing business with a large number of highly placed corporate CEOs and government officials and could further have seen that said recipient received dozens of such wire transfers a day.
So no, it was not exactly closely held secret.
