According to the article, she would need to study for a few months and take the boards to get licensed here. Assuming she can support herself and the kids in the meantime, that sounds do-able.

It's do-able in about 4 to seven years or more of hard work.
Resident doctors on an average earn just a tad more than minimum wage.
Here in California salaries range from $37,000 to $44,000 for PGY 1 (Post Graduate Year One) entrants.
Working an average of 90 or more hours per week this equates to low salaries.
Next time you or a relative has an accident one of these low paid, long hour tired residents may be required to save your life.
However, you can thank Hillary Clinton and Charles Schummer for keeping resident doctors salaries low.

I think that she would also have to re-do her residency. A friend is an MD who was originally from Russia, got her degree from St. Petersburg (not Florida of course). Took a few years.
