The First Gulf War ended with a truce. The truce included certain restrictions on Iraq.
Saddam began violating those provisions almost immediately. His violations increased after 1992.
Saddam was an earnest member of the Axis of Evil. He paid $25,000 to the family of suicide bombers in Israel. He made and attempt on Bush the Elder.
For the better part of a decade the Clinton administration took only have measures. The problem festered unchecked by the half-measures taken at enforcement.
Sarin gas and mustard gas were both prohibited to Saddam. They are WMDs.
He still had them.
