If I'm not mistaken, Victory at Sea was an old Black and white movie made during WW2. The Theme music of same name is beautiful...bet you would recognize it if you heard it.
I guess that's what he was referring to when he mentioned playing it from his boat radio.
Mike's played it many times. I taped it of his show when he did a running commentary about how we attained victory in Iraq, as if he was narrating the victory years after it was over. It was a great moment, about 2 years ago.
