US defends secret money tracking

Tens of thousands of transactions were scrutinised

US Treasury Secretary John Snow has defended a secret programme which has been tracking international money transactions for nearly five years.

"This programme is an effective weapon in the larger war on terror," he said.

The scheme, which has sifted huge amounts of data from an international banking consortium, was revealed by the New York Times newspaper on Friday.

The US treasury says the programme was strictly confined to the records of suspected foreign terrorists.

Although there is no direct connection, the programme has echoes of a recently revealed US surveillance programme in which millions of international and domestic phone calls and e-mails were monitored, correspondents say.

They say that although the US government insists it acted on a firm legal footing, this programme is likely to elicit similar charges of enfringement of civil liberties.

'Safeguards'

"This programme is making a real difference," Mr Snow said. "It works. It's based on appropriate legal authorities, it has built-in safeguards and controls."

He said the treasury was using "the tools that Congress has given us to follow the flow of terrorist money".

"These flows ... lead to the terrorists themselves," he said.

The financial tracking scheme began in the aftermath of the 11 September 2001 attacks on the US using emergency powers invoked by President George W Bush, the New York Times revealed.

The newspaper spoke to some 20 anonymous current or former government officials or industry executives.

The government used powers of administrative subpoena to compel the Brussels-based banking co-operative, Swift, to open its records.

Swift - the Society for Worldwide Interbank Financial Telecommunication - links about 7,800 financial institutions around the world, including virtually every major bank and brokerage.

It provides banks with instructions on how to transfer funds - instructions which include information on the individuals sending money and the amount of money sent.

The treasury department said it had carried out "tens or hundreds" of thousands of name searches on the data.

Mr Snow said the programme had been implemented in a "highly responsible" manner, with corporate and external auditors observing the process.

In a statement on its website, Swift said: "Swift takes its role as a key infrastructure of the international financial system very seriously and co-operates with authorities to prevent illegal uses of the international financial system. Where required, Swift has to comply with valid subpoenas...

Messenger on fire

Officials quoted by the newspaper said the programme had helped in the capture of Hambali, blamed for a string of bombings across South East Asia.

But some expressed reservations, suggesting it was inappropriate for an urgent, apparently temporary programme to remain in operation for years without formal or congressional authorisation.

Others familiar with the programme told the paper they believed it exploited a "grey area" in the law.

Meanwhile, the New York Times came under fire from the White House for revealing the programme.

"We are disappointed that once again the New York Times has chosen to expose a classified programme that is working to protect Americans," said spokeswoman Dana Perino.

But the newspaper's executive editor Bill Keller said: "We remain convinced that the administration's extraordinary access to this vast repository of international financial data, however carefully targeted use of it may be, is a matter of public interest."

It's about time that some enterprising Freeper att'y started a class action against the MSM who reveal these secrets. It could be done on behalf of the citizens of the USA because the media dolts have undermined our safety and security. In addition, the leakers who released the info (probable Rat civil servants) to the media should be labeled as "John/Jane Doe" defendants. The ACLU and the sleazeball trial attorneys have hurt us enough. Let's turn the tables!

The title of this thread says "US defends..." The (BLEEP BLEEPIN) traitorous news paper doesn't even understand the difference between the protections of the first amendment and the fact there'll BE NO FIRST AMENDMENT IF WE HAVE NO COUNTRY LEFT!!! If just ONE NUKE lights off in this nation it's all over!!! There won't even be a NYTimes before very long!!!

Another disgusting show of partisian news reporting. If Slick $hit was still POTUS in the same scenario, no one would have the slightest inclination to snub their nose at the government's request to please keep this under wrap for the good of all Americans (honest/law abiding ones that is).

More than ever, I'm now convinced that we can't win the WOT unless we first take MSM completely out of the equation.

What the hell do these so called journalist think the Senate and House are for. Their committes on Intellegience are supposed to keep check on these programs. It is not the business of the news to be broadcasting what a given Intellegience gathering program is doing. Everything is so screwed up it is simply pathetic.
The press is being given a blank check to play games by their twisted partisan rules. Statements like:

IMHO, are simply BS. He lies between his teeth.

I'm not sure what all the hoopla on the left is about. My understanding is that the information that the government was analyzing was openly available. It's not like they were tapping phones or spying on anyone. They were crunching numbers and plowing through information available to any central bank through entirely legal channels.

It sounds absurd: why would Leftists make common cause with a religion that is diametrically opposed to everything the Left stands for? David Horowitz explains that it is really quite logical given the Left's first principle: America is evil and anything or anyone opposed to America is good.

Part I of the book is a brief history of 9/11 through the end of major combat operations in Iraq, and the Left's behavior during this time. Horowitz includes the reaction of Katha Pollitt of The Nation magazine: "The flag stands for vengeance, and jingoism, and war." Anthropology Professor Nicholas De Genova of Columbia University said he hoped for "a million Mogadishus." His colleagues objected, not to the despicable sentiment, but because of the bad publicity it brought their "teach-in." Our tax dollars at work!

Part II is the heart of the book: a history of the American and international Left. Horowitz calls them Neo-Communists or Neocoms. The Neocoms of old believed in the Soviet Union the way religious people believe in God. Those who spied for the USSR didn't see themselves as traitors to their country, but rather loyalists to humanity and an ideal of America that's never existed. When the Soviet Union fell, a few of them stopped for some introspection but most pressed on as if nothing happened. Communist historian Eric Hobsbawm put it nicely: "Without the Revolution, my life and my work are meaningless."

Now that they no longer have to defend an indefensible regime, modern Neocoms are simply nihilists. They know what they oppose but they have no plans for the aftermath of the revolution which they still believe will happen. They don't know what they want, but they know what they hate: the United States, capitalism personified.

So why are they allying with radical Islam? Horowitz says that the Neocoms still believe in Marx's dictum that "religion is the opiate of the masses." Once private property is abolished, the need for religion will vanish, and Islamic radicals will stop being Islamic and radical. The only thing standing in the way is the United States.

Sound insane? It is. They are. I highly recommend this book. Horowitz makes the insanity understandable.
