Even the old-style mustard gas retains its effectiveness for long periods of time. It may be slightly less reactive, but not enough so to make any difference.
There is an entire unit of the French Army devoted to disposing of World War One HE and mustard gas shells that surface on the old battlefields. The freeze-thaw cycle pushes them to the surface, and farmers die when their tractors run over them. The HE and mustard are still sufficiently virulent to kill or maim, and that stuff is going on for a hundred years old, not just fifteen.
Media: "Yeah, well, OK. Twelve years. But this stuff is maybe 15 years old so it is probably no good."
I say, let's try it out on any of them who want to volunteer.
Mustard is classified as a "persistent" agent. How persistent? Not a year goes by when a Frenchman or two (and some of his farm animals) doesn't die from plowing up a mustard-gas shell from WORLD WAR ONE.
