A pretty strong case can be made for both of the following statements . . .

1. IF TWA Flight 800 was shot down by a surface-to-air missile, it was not an act of terrorism.

2. IF the downing TWA Flight 800 was an act of terrorism, it was not brought down by a missile.

One thing is for certain . . . The aircraft sure didn't come down the way the FBI and NTSB said it did.

I've forgotten the date, but there was a similar crash at the Pittsburgh airport. Some of my technical friends were called in because the damage appeared caused by a SAM.

I have seen analysis of the air traffic control tower's radar. There were two objects on the screen and then for a short time three and then two again. One was an approaching jet, one was flight 800 and the last was a missile. Whether it was shot down accidentally during some sort of combat training or it was shot down intentially as a response to some sort of hijacking remains to be seen. I firmly believe it was shot down. I will post the info I have seen as soon as I find it.
