Has been explained before, but the shackeled Marines were in another pending case, not Haditha. Good to hear...there are reports out there saying Haditha Marines were shackeled.
And the father of one of THEM says they are now unshackled but still held.
Is this the other case that Marines were shackeled in? And what case is that?
