Obviously this man is unsuitable for the job. Walls are a bare minimum, we also need minefields and machine gun nests as appropriate.
A wall, like the one in parts of California is "impractical" but "Fencing, including so-called smart fencing with imbedded sensors, vehicle barriers and lighting" is implicitly impractical. Absurd.
One good p.r. move was calling it "smart fencing." Before they were calling it a virtual fence. Whatever it is is a semblance of something Bush can point to and its ineffectivity he will not take the fall for. Planned failure with plausible deniability.

This guy was a retired Secret Service agent who in March 2003 was brought back in to head the agency and clean it up. (It was another one of Bush's smart moves to keep a feckless Clinton apointee in the post until that date.) Whether he did the job is questionable. My own suggestion would be to just shut up and begin an investigation into the corruption in the Border Patrol.

Regardless, the ONLY solution to absolutely stopping the bulk of illegal flow (both ways) is a wall or fence. The rest of the BS subterfuge we get, all the hi-tech red herrings, is fruitless. This country and its demographics are in the process of being destroyed by corrupt elitist politicians.

Why not use the arrested illegals to build the wall? 11,000,000 illegals working hard moving dirt, laying brick, stringing concertina wire, etc. could build the wall in a week. After all, they're good at construction. After they finish, march them to the other side of the wall.
Use the north side of the border as an artillery impact area.
