It's definitely a mid-level low that is spinning counterclockwise.
It's not a repeat of Tropical Storm Allison, but it's very similar.
And as slow as it's moving, dangerous flooding is probable.

There is a
surface reflection of a weak low pressure right on the TX coastline. If it managed to meander out into the GOM, it might be able to transform into something tropical... I don't believe that is expected to occur though. It was mentioned in this morning's tropical discussion:
Gulf of Mexico... mid/upper level trough remains over the central US into Texas and the NW Gulf N of 22n W of 93w. A weak 1014 mb low is inland over E Texas near 30n95w generating strong thunderstorms inland and within 90 nm along the coast of W Louisiana and Texas from 92w-96w.
