The truth of the matter is that Iran is refusing to accept the offer put together by western Europe and agreed-to by our US leaders. Iran's tactic has been and is to give about two messages in each reply: one for and one against negotiating. ...seem familiar? See "jihad of words" and "jihad of deception" in the following.

"Iran accused the United States on Sunday of steering Europe away from a possible compromise on Tehran's disputed nuclear program."
Iran's objective has always been to split Europe away from the United States so that the United States is isolated. It remains to be seen what the Europeans will see as their chief interest - obtaining Iranian contracts and oil or preventing Iran from threatening Europe with nuclear-tipped missiles. (The Europeans seem to be somewhat chastened after learning that Europe is within reach of Iran's missiles.)
