Sure he does...and he's right. The only way to win the drug war is to execute all drug users, but this war isn't about drugs. It's about business...the law enforcement/prison industry needs the drug war.

1 in 37 adults living in the United States is in prison or has served time there...the highest incarceration level in the world. Today, the USA keeps more than two million people behind bars, compared with only 200,000 three decades ago. With 5 percent of the world's population, we account for 25 percent of its prison population.

The law enforcement/prison industry would not have that spectacular growth without the drug war. Thousands of public servants depend on the drug war for their income, health and retirement benefits.
