From what I read or heard somehere, the moving hand of Peter Sellers was something that Adolf Hitler had - some sort of problem with one of his arms...

That was why that character had a German accent - that it was based on some sort of physical disorder Hitler actually had.

Close. The Dr Strangelove character was baed on Nazi rocket scientist Werner von Braun, who came to America after the war.

Kaiser Wilhelm II had a withered left arm. He actually moved it around just like the character in the movie. Most photographs are altered to make the arm appear the same length as the right arm. The arm was at least one-tenth shorter than the right arm. Kaiser Bill shares responsibility for the deaths of tens of millions in the European wars of the twentieth century.

Hitler had been shot at a Nazi demonstration in Munich in the late 20s, which at least temporarily immobilized his arm. In the attempted bomb assassination his arm was badly injured. The one with the bad arm all along was the Nazi from Berlin, Goebbels, the propaganda expert.
