Kaiser Wilhelm II had a withered left arm. He actually moved it around just like the character in the movie. Most photographs are altered to make the arm appear the same length as the right arm. The arm was at least one-tenth shorter than the right arm. Kaiser Bill shares responsibility for the deaths of tens of millions in the European wars of the twentieth century.

The accent idea also comes from the book/movie (not a comedy at all) "Failsafe"

Walter Mathau played the character "Dr. Groteschelle" (sp), a German-born Harvard polisci prof who talks about how many kilodeaths and megadeaths certain bombs wil cause.

Everyone in DC knew was patterened after an then unknown Harvard prof named Henry Kissenger.
