N. Koreans Ordered To Raise Their Flag At 2PM, and Listen to Broadcast
N. Korean leadership ordered its citizen to raise their flag and listen to their (government) communique from TV in the evening, according to Sankei Shimbun (of Japan), quoting Japanese government sources.
The paper said it is paying attention this development because it could be related to the launch of Taepodong-2.

Well I am sure they will raise their flags if they have enough strength given they lack of nutrition DEAR LEADER have made available to the populace (all while spending what they do have on his personal quirks and military initiatives).
I would say almost certainly not. In a real war start the nk would have lots of rockets being feuled to fire at Japan along with troop movements to supply shells to the tubes facing sk. None of which is being reported. Plus Japan would "politely" insist that we stop any such thing by the starving nk's.
Gotcha; thanks.
She can drive out of there in under 2 hours if she starts now. Give her a call.
Whoops. I did not notice the title change.
In the next 2 or so hours.
In theory- the flags are supposed to be flown, and citizens to listen to their radios at 11 PM eastern ..bout 30 mins from now...

Tenet: North Korea has ballistic missile capable of hitting U.S.
Feb. 13, 2003
http://www.cnn.com/2003/WORLD/asiapcf/east/02/12/us.nkorea/index.html
While testifying at a Senate committee hearing in Washington, CIA Director George Tenet was asked whether North Korea had a ballistic missile capable of reaching the U.S. West Coast.
Before answering, Tenet turned to very quickly consult with aides sitting behind him.
"I think the declassified answer, is yes, they can do that," Tenet said.
The estimate is not new -- it was laid out in an unclassified CIA document in December 2001-- but Tenet is the most senior U.S. official to say so publicly.
The 2001 report said North Korea's Taepo Dong 2 missile may be capable of hitting the West Coast of the United States, as well Alaska and Hawaii.
The revelation came shortly after the United Nations nuclear watchdog agency declared North Korea in breach of international nuclear agreements and sent the issue to the U.N. Security Council. (Full story)

That's waaay above my head after having ingested a spiked punch at our neighborhood party :-)
North Korea, Iran, Cuba, Venezuela ~ the world is certainly a target rich environment eh?!
Not time for that yet. And she probably wouldn't without more solid information anyway.
So we're looking at 1:00 a.m. now and not 11:00 pm?
HAAAAAaaaaa!! Good for you!
No, no, and no. An intercept would show the NK's that their best effort to date is obsolete from the start. Then it would show their potential customers the same.
A successful interception would certainly enable us to sell our systems at the highest possible price ~ roll back that national debt maybe.
No, read the line I quoted again. I hope you meant "condemns."
LOL
Yet more proof that the French don't believe in self-protection ; )
