Ususal sarcasm off.

Now what the hell does that mean, "jumps the shark?" Not that I'm on the edge of popular culture, but I have no idea how "jumps the shark" equates with "need another Somalia."

"Jumping the Shark" means going totally over the edge or reaching a point of no return past which all credibility is lost.

Specifically, it refers to the episode of the TV series 'Happy Days' in which the character played by Henry Winkler ("Fonzi") literally jumps over a shark on water skis. For all practical purposes, that event marked the end of the show.

a term to describe a moment when somethin that was once great has reached a point where it will now decline in quality and popularity.

Origin of this phrase comes from a Happy Days episode where the Fonz jumped a shark on waterskis. Thus was labeled the lowest point of the show.
