ARTICLE: "Immigration legislation championed by Mel Martinez, the Republican U.S. senator from Florida, and now being pushed by President Bush would add to the agency's burden - without providing the money to make it work. Chris Bentley, a spokesman for the immigration agency, acknowledges that lawmakers have been briefed on the shortfall between what the agency may be asked to do and what it can accomplish."

Yes indeed. Heres the problem that the spinmeisters in DC have in pushing Ted Kennedy's socialist wet dream wealth redistribution social engineering plan on America...

We are not stupid guys...and we know you aren't either.

To solve this problem of immigration takes a well thought out..coordinated PLAN...executed in well defined stages...and with a WILL TO EXECUTE that plan.

I disapprove of all guest worker plans on principle...but putting that aside...to have an expanded one without FIRST..

Putting in the border security and enforcement INFRASTRUCTURE and LOGISTICS needed to administer and enforce such a guest worker plan...is foolish...it is suicidal..it is a recipe for failure.

My definition of INFRASTRUCTURE is a system of physical and resource changes and additions you make to a system which are PERMANENT...ie...they cannot be modified, amended, or revoked by future Congress or Administration efforts...if those bodies happen to be controlled by DEMOCRATS.

An interstate highway is infrastructure..Congress cannot simply remove the road through legislation...not easily that is.

Any program which is put in place which pays lip service to infrastructure, but which does not provide and REQUIRE an immediate and permanent upgrade in infrastructure to be put in place as STAGE ONE OF THE PLAN is doomed to failure. Without PERMANENT additions to border security (high tech wall /fence/ processing and detention centers, etc), and without a secure form of biometric ID in place, and without a secure computer intensive database and processing system in place to process applications...FIRST...any paperwork infrastructure and enforcement system set up by these amnesty bills will not only be swamped, and overloaded, it can later be AMENDED, and downgraded...should the unthinkable happen and Hillary get elected...you can count on it.

Build the freaking wall /fence already...no more excuses..and start serious enforcement of existing laws...by way of serious penalties on the EMPLOYERS of these illegals.

Start talking about infrastructure, and show a PLAN...and then we'll talk.

Rest assured, your gov't is at work solving ALL the alien problems that surface (/sarc). For example, this letter to the editor appeared in an East Coast newspaper.

Dear Editor: Your readers may be interested in a federal initiative on this important subject (trafficking in sex). As many as 18,000 people are trafficked into the U.S. every year. To help these victims, the Bush Administration launched a program called "Rescue and Restore" to identify trafficking victims, then provide them with access to shelter, legal assistance, job training and health care so they can establish lives free of violence and exploitation. "Rescue and Restore" has a toll-free number (888-3737-888) to report suspected cases of trafficking and a Web site, www.acf.hhs.gov/trafficking/. Human trafficking is a modern form of slavery that we all must work to eradicate. With the help of concerned citizens, we can rescue those enslaved by this, restore their dignity and worth and end this barbaric practice.

Wade F. Horn
ASSISTANT SECRETARY
U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES
WASHINGTON, D.C.
