Sheriff Joe should have asked copwatch if they could produce an illegal that would verify that the persons he was holding were NOT coyotes, then when they obliged, arrest all of copwatch on conspiracy to smuggle.

Under the new law it doesn't matter if they are coyotes or illegals since illegals pay the coyotes to smuggle them they are breaking the law. Every officer in Arizona should be doing what Sheriff Joe is doing.
