Do they ever update their images? I was checking out Chicago on their and the view of Soldier Field was when it was being rebuilt.

I live in Cebu in the Philippines and they've recently updated the image for Cebu City, were in the past it was cloud covered, now it's sunny with decent resolution.

You are correct. I just bought a house today (closing date today) that was built 2.5 years ago. However, when you look at the Google Earth Image of the house, the image was taken when the house just constructed without any landscaping. Thus, the image must be at least a two years old.

There have been a lot of image updates this last week, although not so much in the U.S. Australia for instance got a lot of new hi-res. Also there is a new client 4.0 just released in beta today with an improved interface, and it is finally available on Linux.
