SACRAMENTO In a new television ad, Gov. Arnold Schwarzenegger says his Democratic rival, Phil Angelides, will take the state backward "to a time we never want to see again," which the ad says was "when soaring taxes forced jobs and businesses to flee our state."
The problem is, there is no such time.
Campaign officials acknowledged Friday that the ad refers to the administration of former Gov. Gray Davis, who presided over the stock market bust and the recession and state budget crisis that followed.
But Davis did not raise taxes, except for suspending a few small credits, such as one for teachers - which Schwarzenegger also suspended. Davis allowed the vehicle license fee to go up at the very end of his tenure, but Schwarzenegger rescinded it and refunded the money as soon as he took office.
The idea that California has lost a significant number of jobs from businesses leaving the state was also debunked in a recent study by the California Public Policy Institute.
While more jobs do leave California than come in, the losses are negligible, the study found. The loss was never more than one-tenth of one percent of the jobs in California in the period studied, 1993 through 2002.

But if they are too high, it is not because Davis raised them. In fact, the last California governor to significantly raise taxes was a Republican, Pete Wilson.
Davis actually cut some small taxes when the economy was booming. At the peak of the recession, Davis eliminated some tax credits, including the one for teachers.
But Schwarzenegger also cut the teacher tax credit during his first two years in office, in effect raising taxes. This year, he proposes doing it again.

The fact that Arnold is hitting Angelides now is a very good sign. The fact that he is using a creative, memorable ad is another very good sign.

Sure he did. That was the payoff to John Bryson and the principal contributors to the Natural Resources Defense Council, consisting primarily of oil and gas investors. The problem is, Arnold is beholden to exactly the same people. Think of how a police chief might feel if the small town only lost 10 residents in a year. But they were all members of his force?
Correct me if I'm wrong, but I remember reading on FR an article from about three years ago that listed all the new business "fees" aka taxes, that Davis was pushing through the house. It was stunning because the list of single-line items went on for many pages.
