Are you saying that if Bilbray does not get 50% of the vote there has to be a runoff?

No, not at all. There are two elections going on: 1) a runoff from the special election for the remainder of Cunningham's term, as posted above and 2) the normal Primary for the next term in the House. Below are the results of the Primary that are being reported simultaneously:
Precincts: 500
Counted: 392
Percentage: 78.4%
