Federal agents in the Department of Homeland Security are angry. They know something we don't: President Bush is arrogantly assuming his proposed Guest Workers amnesty is a done deal. And he’s spending on the still illegal program like a drunken sailor. The agents see the handwriting on the wall in the form of government job postings on the Net. Agents point out that new hiring and job openings at Citizenship and Immigration Services (CIS) have suddenly ballooned (here and here). The ONLY reason that would happen is to hire new workers to administer the new Guest Workers program. Says one Homeland Security federal agent:
Another agent reports that the job openings are for Adjudication Officers: "who will be reviewing and APPROVING all amnesty and guest worker applications."
"You will write detailed decisions on applications/petitions filed with USCIS." . . . Did you happen to notice most of those jobs were opened on June 1st? That means the money for these positions had to have been approved months ago, and the only people who can approve such a large appropriation would be?... yep. CONGRESS!Normally they have 20 to 30+ various positions open at any given time within CIS. This week, however, there are over 100. Interesting that they are seeking massive quantities of Adjudication Officers GS-9/12, all over the country. Some areas don't even specify how many openings are available. I haven't seen this since pre-IRCA of 1986...AKA "AMNESTY". It is no secret now., the decision has already been made. It WILL happen. Since they are not beefing up on Deportation Officer positions, their direction/intention is obvious.
The job description states:
Over the past several months, President Bush has repeatedly told us he wants to stem the rising tides of illegal aliens invading our borders. He's repeatedly insisted that he wants "a complete package," meaning he won't sign off on strict border and interior enforcement of immigration laws unless they come with the Guest Workers amnesty.
But the Bush administration's hiring behavior betrays Bush’s claim that stricter enforcement is the priority. More amnesty is. That's especially disturbing since the Bush version of immigration--especially amnesty--is illegal for now. And it's unlikely Bush will convince the House to go for it. Yet, he's spending as if that has already happened.
The American people want strict enforcement at the borders and tough interior enforcement first. Then, they’ll think about whether to reward illegal behavior. But Bush wants to reward illegal invasion first, and let the chips fall where they may. The USA Jobs postings tell the story. Talk about premature articulation.
If only this were just about cart-before-horse hiring on yet another government boondoggle. But this is about putting illegal aliens first, ahead of America's security.
If this is “the complete package,” why is there a gag gift inside?
From my understanding of Bush's plan...there would be a renewable 3 year limit, but the total time in this country could not exceed 6 years. After that, they must reapply from outside the country and will be placed at the back of the line. Therefore, it doesn't provide for automatic citizenship while still in this country for those six years. On the wage issue, the employer would be required to conform to all labor standards, including minimum wage requirements and equal pay standards.

Education: GS-9: You may substitute a Master s degree or 2 full years of graduate education in any field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
GS-11: You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in any field for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-9 and 11 grade levels. (Refer to the U.S. Customs and Border Protection web site at www.cbp.gov for information on how to combine experience and education.)"
I believe that illegal immigrants who have roots in our country and want to stay should have to pay a meaningful penalty for breaking the law, to pay their taxes, to learn English, and to work in a job for a number of years. People who meet these conditions should be able to apply for citizenship, but approval would not be automatic, and they will have to wait in line behind those who played by the rules and followed the law. What I've just described is not amnesty, it is a way for those who have broken the law to pay their debt to society, and demonstrate the character that makes a good citizen.

How will we enforce the 6 year limit, if everyone says we cannot possibley deport massive numbers of people? What on earth makes us imagine that suddenly, folks who have been flaunting our laws for at least 5 years (and many for much longer) will now suddenly follow the laws, even when they are not in their favor?

From my understanding, there will be a database so we will know where they are at that will "flag" their file by expiration date. If they overstay, they will definitely be deported when caught and that will be used against them as a criminal act if they ever do apply legally from outside the country. Therefore, there is a kind of built-in incentive for them to abide by the law.
Irregardless of their status, they all pay property and sales taxes the same as you and I...even rentals have that built in to the lease.
Let's have this conversation again in about 5 years, and see if you are right, or I am right. You have far more confidence in our politicos than I do.

You make a valid point, however, I would prefer a temporary guestworker program that does not encourage them to bring their families. Their kids are not going to want to leave after being raised in the US and going to American schools. We will have a good sized class of folks who are second class people (because they are not citizens) and I think this will be problematic.

The end of the line would likely mean twenty plus years. Legal immigration runs about 900,000 a year. I'm told the wait for citizenship runs about ten years. We'r not cutting those numbers. In order to legalize a dozen years of of legal immigrants in one swoop, "shorten" the line, and still accomodate ongoing legal immigration (think family members), the various bills provide for increases in the levels of immigration. We're going to have to endure an extended period of assimilation, hopefully, and the social costs that go with it. As to wages, of course employers will comply with the law, including minimum wage. I'll speculate that over the next few years you'll see compensation for many occupations in fields like construction and trucking trending downward, toward the minimum wage.
Because the kids are going to be living here. For at least six years, but we both know that number is a strawman, the migrant laborers will never be sent home barring a severe recession. The liklihood is they'll be here forever, and they'll be a social burden if left uneducated.
Personally, I'd like to see the costs paid thru increased property taxes on business, but that's a local issue, and it won't happen most places.

So, in other words, a temporary guestworker program, even with GOOD intentions is just another way to have mass migration from the south.

To the extent of the non-amnesty, amnesty, yes.
The Senate bill provides for 325,000 new H-2C (permant residence and eventual citizenship) visas year one, with 20% per year increases allowed if there's demand from business. That's worldwide. My guess, there are plenty of unskilled workers in the refugee camps of Africa and the Middle East who will gladly work for minimum wage. And they'll scrape up the $ for airfare if employers won't. Not to mention semi-skilled and skilled workers from India, Pakistan and the Phillipines who'll be willing to compete with American pay scales.

So basically in the presidents eyes our lives are a neverending daily penalty. We pay taxes hold jobs and learned english and he thinks that sucks so bad for us serfs that it would be a great punishment for foreign lawbreakers.
I guess there's nothing but throw out those wascally Repubicans, and let the Democrats elect Hillary for life, abort our grandchildren and abolish American sovreignity in place with a UN peacekeeping army to supervise our elections.
