Garcia's earlier term in office was a disaster. But you have to remember that the country was at the edge of collapse thanks to the Shining Path guerrillas, who were the deadliest and most psychotic band of killers ever. They very nearly destroyed the country.
No normal politician could deal with them; it took a semi-dictatorship under Fujimori to get them under control. Now its safe for the normal politicians to come out from under their beds, or in Garcia's case, to return from exile.
Alan Garcia is a vote for the dysfunctional status quo, which is a far cry better than what Chavez is selling.
