Exactly. A guest is someone who goes home. The Senate Bill Bush pushes provides permanent legal residence to every illegal. Every illegal here more than 5 years gets permanent residence, and every illegal here less than five years need only purchase a crude forgery of a utility bill. They all get permanent residence, Green Cards, and EITC payouts.
