Man convicted for trying to make a biological weapon
The Associated Press, June 30, 2006

PHOENIX


A federal jury found an Arizona man guilty on Friday of attempting to produce a biological weapon.

Police found a large amount of castor bean plants, which can be used to make ricin, in the Phoenix apartment of 59-year-old Denys Ray Hughes nearly a year ago.

Ricin is a poisonous protein that can be used as a biological weapon.

Authorities said Hughes is a survivalist who was working alone and that he wasn't a member of a terrorist organization. They also said there was no evidence pointing to specific plans of attack.

Hughes also was found guilty Friday on charges of possessing a pipe bomb and illegal gun silencers.

Each of those two convictions carries a maximum sentence of 10 years in prison. He also faces a maximum sentence of life in prison on the biological weapon charge.

Kansas authorities who had pulled over Hughes for a traffic violation tipped off Arizona authorities.

A sheriff's deputy in Russell County, Kansas, found evidence of bomb-making materials and a "to-do" list that included buying cannon fuse, according to court records.

Authorities said they later searched Hughes' cabin in Wisconsin and found formulas for producing ricin, six bottles of castor beans and dimethyl sulfide, a solvent that can penetrate the skin and has been combined with ricin in other incidents.

Biological and chemical samples and an arsenal of weapons were found hidden behind the cabin's walls, authorities said.

When later searching his Phoenix apartment, authorities said they found about 20 castor bean plants growing between 15 and 20 feet tall, unregistered weapon silencers and a pipe bomb.

Airline security - foreign data

Snip: A transatlantic deal on information transfer is struck down. WHOOPS of joy from civil libertarians greeted the European Court of Justice's decision this week that a deal between Europe and America on the transfer of airline passenger data is unlawful. But their victory may be short-lived. Contrary to many reports, the court's ruling did not even broach the issue of passengers' privacy rights. It was instead based on a legal technicality that is likely to be circumvented by a new agreement.

After the terrorist attacks of September 11th 2001, Washington passed a law requiring airlines operating flights to or from the United States--or even across its territory--to provide American customs authorities with electronic access to the data contained in the airlines' automated reservation and departure control systems, including passengers' names, addresses, credit card numbers, on-flight meal preferences, and American contact details. Washington threatened airlines who refused to supply such data with fines and the withdrawal of landing rights.

Europeans are by far the biggest group of foreigners flying to the United States. In 2004, 9.6m EU citizens entered the United States by air, representing 48% of all foreign air travellers coming to America. While accepting the legitimacy of American security interests, the EU made clear that any such arrangement with European airlines had to be compatible with European law, notably its data protection directive. After 18 months of negotiations, a deal was reached in May 2004, which appeared to satisfy those concerns. But it was blasted by European civil-liberty groups. The European Parliament promptly lodged an appeal with the European Court on the grounds that the agreement infringed privacy rights and lacked an adequate legal basis.

In its ruling on May 30th, the court upheld the second of those challenges. Because the information contained in passenger records was collected by airlines for their own commercial use, the EU could not legally agree to provide that data to the American authorities.....

Patrol Kills 14 Extremists, Afghanistan Operations Continue

WASHINGTON, June 30, 2006 – Coalition forces in Afghanistan today killed 14 enemy fighters at a Taliban safe house and killed one enemy fighter and captured eight others in a separate raid, military officials reported.
A coalition patrol in the Kamdesh district in Nuristan province tracked a band of 14 extremists traveling with AK-47s and rocket-propelled grenades and attacked them once they reached their safe house, destroying two buildings in the compound, officials said.

Afghan National Army and coalition forces seized the compound and identified 14 dead enemy combatants. No ANA or coalition soldiers or civilians were injured in the attack, and careful precautions were made to ensure the safety and well-being of Afghan citizens, officials said.

Afghan and coalition forces conducted a raid early this morning in the village of Gapozal in Kandahar province, killing one enemy fighter and detaing eight others. These individuals had planned and carried out attacks on Afghan and coalition forces in Kandahar and Helmand provinces, officials said.

Information gathered through interviews with recently detained extremists led Afghan and coalition forces to the location where these individuals were hiding, officials said.

"Operation Mountain Thrust continues," said Air Force Lt. Col. John Paradis, a Combined Forces Command Afghanistan spokesman. "Recent Afghan and coalition operations have been extremely successful in capturing numerous terrorists and terrorist facilitators who pose a danger to Afghan citizens. These operations will continue in order to bring these extremists to justice."

The operation is part of a successive phase of an ongoing campaign to disrupt enemy forces, interdict safe havens, extend the reach of the government of Afghanistan, and facilitate good governance, reconstruction and humanitarian assistance.

Officials noted today that military operations are only one part of the overall coalition effort in Afghanistan. The coalition is overseeing 59 ongoing projects as part of the Commander's Emergency Reconstruction Program, or CERP. These projects include creation and repair of basic infrastructure, such as water, power, healthcare and education. The coalition also is delivering critical services, supplies and assistance to the people in various regions of the country, officials said.

"The defeat of extremism is certainly an important part of our operations here," said Army Maj. Gen. Benjamin C. Freakley, commander of Combined Joint Task Force 76. "As security improves, so will the services to the people."

Since Operation Mountain Thrust began in late May, more than 29,000 Afghan citizens have seen doctors and received medical care in the southern provinces alone, officials noted. In addition, Afghan and coalition troops have distributed more than 40,000 radios to people to help them stay informed about local news.

"Our objective is to assist the local populace and support the legitimate government," said Freakley. "As we root out and destroy extremists attempting to operate in southern Afghanistan, we're following up with needed medical assistance for people and their livestock as well as humanitarian assistance and reconstruction requested by provincial and local government."

A group of Islamist computer hackers has taken down 750 Israeli websites in retaliation over Hamas crisis.

A group of Moorrocans, called "Team-evil", have defaced several hundred websites in support of the Palestinians.

Zone-h, the information security website, confirmed that a concerted effort to attack sites containing the domain suffix .co.il is currently gathering strength.

It reported that banks and hospitals have come under attack, which sees the website homepage replaced with a message saying: "u KIll palestin people we Kill Israel servers".

The camapign is backed in the UK by followers of the radical cleric Omar Bakri Mohammad, with the issue of a statement entitled: "Israel is a Cancer, Islam is the Answer".

It says: "The Israeli Jews will continue to hack websites, be freelance spies, kill women and children, and dream about expanding their state for as long as Allah wills, but they will inevitably face their destiny."

One group, the Saved Sect, has organised a demonstration outside the Israeli embassy in London on Friday 30 June.

According to the sources, the (Iranian) delegation to N. Korea are made up of senior engineers for missile development at Iranian Revolutionary Guards, and they went into N. Korea via Beijing.

Their immediate mission could be to verify the capability of missile equipments which N. Korea imported from China. Apparently, Iran wanted to collect information (on the equipments) in order to determine whether to purchase them from China.

In particular, the sources said there are possibilities that N. Korea and Iran had discussions on the joint project for missile's liquid fuels.

It is backed up by the analysis of Western military experts that the two countries, with China's help, have been jointly developing a turbo pump which injects fuel into Taepodong-2.

Iranian Embassy to Japan categorically denied the allegation that Iranian engineers visited N. Korea, according to this paper.

In a related report, Japanese Foreign Minister Aso Daro and U.S. Secretary of State, Condoleeza Rice, both on G-8 Foreign Ministers' Conference in Moscow, had a meeting on (June) 30th, and agreed to an understanding that N. Korea missile launch issue should be resolved through dialogues, according to Japanese media.

Foreign Minister Aso emphasized, "It is important to urge restraints on N. Korea, and the issue should be resolved through dialogues, such as 6-party talks," and Secretary Rice also said, "It is important to urge cooperation among countries involved."

Pennsylvania man who wired over $8.3 million overseas found guilty of operating illegal money transmitting business


Washington, D.C. -- A Pennsylvania man, Kesetbrhan M. Keleta, who wired over $8.3 million to overseas customers, has been found guilty of operating an illegal money transmitting business, United States Attorney Kenneth L. Wainstein and Mark McGraw, Acting Special Agent-in-Charge of the U.S. Immigration and Customs Enforcement (ICE), announced today.

Keleta, 43, of York, Pennsylvania, was found guilty of the charges late yesterday by a federal jury in the District of Columbia. Keleta will be sentenced on October 4, 2006, before the Honorable Colleen Kollar-Kotelly. The maximum sentence Mr. Keleta faces is ten years. His likely U.S. Sentencing Guidelines range is 63 to 78 months of incarceration.

United States Attorney Wainstein stated, "The defendant operated his money transmitting business below the radar of the D.C. and federal regulators. In this post-9/11 era, it is critical that we shut down unlicensed money transmitting businesses so that they cannot be used by criminals and others who seek to harm our Nation."

Acting ICE Special Agent in Charge McGraw commented, "Money transmittal businesses that operate underground and outside the law pose significant homeland security threats. As we have seen in the past, these types of businesses can be and have been exploited by criminal organizations to move funds virtually anywhere in the world with no questions asked. Closing down this vulnerability is a priority for ICE."

The government’s evidence at trial showed that, during 2001 and 2002, the defendant operated a money transmitting business at the Eritrean Cultural and Civic Center at 600 L Street, NW, Washington, D.C. Patrons of the business, known as Himbol Financial Services, used it to send money primarily to Eritrea, but also to other destinations in East Africa and the Middle East, including Saudi Arabia, Libya, and Kenya.

Section 1960 of Title 18 of the United States Code makes it unlawful for any person to manage, supervise, control, or direct a money transmitting business that is not licensed by a state or the District of Columbia and that has not registered with the Department of the Treasury. Himbol never had a license with the District of Columbia and never registered with the Department of the Treasury. The defendant operated the business despite knowing of these licensing requirements. During 2001 and 2002, he was responsible for wiring approximately $8.3 million to overseas customers.

In announcing the verdict, U.S. Attorney Wainstein and Acting Special Agent in Charge McGraw praised the efforts of Immigration and Customs Enforcement (ICE) Special Agents Bryan Brunner, Katarina Gikas, and Steven Austin. They also thanked Paralegal Eugene Lee and Legal Assistants Barya Offer and Tiffany Walker for their excellent assistance in preparing the case for trial. Lastly, they commended Assistant United States Attorney Jay I. Bratt, who prosecuted the case.
