Exactly, there is no way this is defensive, unless one uses the word very loosely. That is, he's planning on provoking a conflict - and then claiming that he is "defending" himself from the response.
Or it could simply be that he's planning on attacking one or more of his LatAm neighbors. Colombia comes to mind, since his attempts to manipulate their election failed.
