I read some post a while ago that voter fraud is way easy in areas like the South Side where the population is highly transient. Nobody ever cleans out the voter rolls and the democratic machine is able to manufacture votes. That's why there is an astronomical democratic vote in Cook County and NYC, IMO.
The Hispanic machine is just about as organized here in Chicago, but they always seem to shoot themselves in the foot by getting too arrogant and abrasive over their perceived power. They need a power broker like Jesse but none has shown up.
