If the speeder doesn't have insurance, a driver's license and/or proper identification and he is hiding from the law he will probably get more than a ticket.

And what Tony is missing here is the fact that the speeder is a lawfully licensed driver [i.e., LEGAL] in the first place. And if he isn't, he usually gets more than a ticket.
