UPDATE @ 17:23 - Found it. Senator Dodd's S.Amdt.4089 contains the following language:
(b) CONSULTATION REQUIREMENT.--Consultations between United States and Mexican authorities at the federal, state, and local levels concerning the construction of additional fencing and related border security structures along the United States-Mexico border shall be undertaken prior to commencing any new construction, in order to solicit the views of affected communities, lessen tensions and foster greater understanding and stronger cooperation on this and other important issues of mutual concern.

I have a suggestion that would be physically impossible, except for the hermaphroditic weasels in the Senate who want to sell us all out.

So why do we need a fence? The senate is gonna let everybody in thru legal checkpoints now anyway.
Could that provision have been inserted because someone knew it would kill the bill in conference? Are our guys that smart?
That prevailing wage requirement should be a deal killer for any business affected. Right now it's something like 3 1/2 times the 'street wage'.
..I'm ashamed that I ever considered Coleman for a possible future VP or Pres. candidate--he really turned out to be a RINO I'm afraid...
