I heard this on Sean Hannity's Fox Radio broadcast a short while ago and just now on "Lou Dobbs Tonight" on CNN:
Arlen Specter, according to Congressman John Kyl of Arizona, slipped a provision into the Immigration Bill the Senate passed today requiring the U.S. to consult with Mexico BEFORE building a wall in any area along the border.
Specter should be the first RINO rat to be defeated.
The better question is...."Whatever happened to Arlen's brain?"
Folks, this is not so bad. It depends on how the administration interprets the word "consults". I would have expected any administration to consult with Mexico before building significant sections of wall. It is part of being a good neighbor, whether they are or not.
Remember that "consult" does NOT mean "ask for permission". For instance, a good parent always "consults" with their children before they are spanked.

Then Congressman Kyl needs to make a retraction and clear the air.
They should put Specter into a cannon and shoot him across the border into Mexico (the way the Russians did with the false Dmitri).

I have always detested Specter, and wish he would get voted out believe me. Mr. Magic Bullet is the one republican I still couldn't stand once I changed parties. He might as well just become a rat and be done with it. Actually, I think he is one along with McCain. (moles)

FACT: I reported what I heard on two credible broadcasts. I did not take a nap and dream it.
If it's incorrect then John Kyl, Sean and Lou need to check the facts. What I reported was "fact"; that was what they said.
John Kyl is not congressman. He is Arizona's only good conservative senator.

The "consult" provision gives Bush a photo op meeting with Fox where Fox, with Bush's support, appeals to liberal guilt, MSM follows the line, some sheeple follow.
Bush and Fox and their elites will not be satisfied until there are no wage disparties on either side of the border.

UPDATE @ 17:23 - Found it. Senator Dodd's S.Amdt.4089 contains the following language:
(b) CONSULTATION REQUIREMENT.--Consultations between United States and Mexican authorities at the federal, state, and local levels concerning the construction of additional fencing and related border security structures along the United States-Mexico border shall be undertaken prior to commencing any new construction, in order to solicit the views of affected communities, lessen tensions and foster greater understanding and stronger cooperation on this and other important issues of mutual concern.
Why do you get so upset over any language about a wall? The senate has solved our illegal invasion problem by making all our illegals legal, inviting their relatives to come in and making sure many millions more can come in legally.
In short, the senate will now let everyone in thru the front door, so we don't need a wall anyway.

George Bush hasn't vetoes a bill in six years and he's not likely to start with this one. In fact, he's in agreement.
