I believe it was Carter. I was too young to remember the Nixon years but I do remember (vaguely) the Carter years and I remember the change to 55.
Amazing what you remember from childhood. Even as a child, I knew something wasn't right with Carter. ;)

Wasn't the 55 limit passed during the Nixon years?I wouldn't do anything to make that Carter creep look better, but it really was Nixon who implemented the 55 mph speed limit.

Wasn't the 55 limit passed during the Nixon years? Passed but not fully implemented. I remember heading out to drive in the 75 mph zone with my learner's permit in the late 70's.
