Does Congress have the power to order searches of the White House?
Depends on who you ask, and what era.
In the early 70's, there were members of congress who said yes regarding richard nixon, in the 90's there were a few republicans who said the same about Clinton.
You also get everyone backtracking.
That said, the speech and debate clause does not apply here, as the corrupt congressman was not arrested while on the floor or in session.

Not directly per se I would think, any such search would need to handled by Justice as part of a legal process.

Congress has the power to make laws. The executive branch has the power to act on those laws. If the Congress feels the executive branch is doing wrong, then the Congress can force impeachment hearings. Otherwise, they're pretty much up a creek. And they must depend upon some corroboration from someone within the executive branch. Or they could always make things up.
NO. But riddle me this. Can the executive branch (FBI) search a judges office?
