It's been on the radar of the Southwest for a LONG time. It's been brewing like a powder keg. They have finally been able to raise awareness across the country. If Bush hadn't pushed the issue, Congress would never have considered it.

Bush 'pushing' the issue... he's doing a lousy job at it.
I don't care about what Congress' or the President's agendas are. They have nothing to do with what the people want. They have their own agendas (to get re-elected).
The fact is, tensions have been rising in this country over illegal immigration for some time, regardless of whether El Presidente mentioned it in 2005. To suggest that the nation suddenly wants to fix the border problem because Bush wants it is pathetic BushBot mentality.
