Early 20s USSR did not seem like much a threat either. I was born and grew up there, before getting the ef out, so I claim some direct experience - and let me just say that I cannot take this opinion of yours seriously. The problem is not with the level of the threat [these levels vary with time] but with the threat nature - i.e. with civilizational nature of what Huntington calls "Orthodox civ". Even a small amount of plague bacilli could start an epidemics - the threat is not so much in the scale of outbreak [albeit a small one is easier to treat and contain] as in the virulence of yersinia pestis.
Keep an eye on Russia, but pretending it is like the USSR again is just that, pretending.
