Um, it might be "U.S. law", but it would be made by Mexico.
American laws aren't handed down from the mount. They come from the people. With 140 - 150 million ethnic Mexicans constituting oh, 1/3 to 1/2 the population, they will make the rules. Unless of course you're advocating some sort of "Reconstruction" period for them where they are deprived of vote and nationality, and are psychologically "reconstructed" to not be themselves.
Personally I think it would be easier just to enforce our immigration laws.

I wouldn't use those exact terms but that is essentially where I am going. I'd have a roughly 40-year transition period where Mexican would evolve into U.S. voting rights, allowing time for their citizens to be both exposed to the American way of life (for all its pros and cons) and to build up their own economy so there will be less incentive for them to all head north.
Obviously, it would be a huge undertaking but I don't think the results would be as politically damaging as you portray.

If the culture, through literature and art, is sufficiently robust, any such bloc would be converted and absorbed. If the culture is not sufficiently robust, it would be overrun anyway. Is the American culture so bedridden it must avoid loud noises and bright lights?
