However it seems a good idea to replace "moderates" with "conservatives" in Republican districts. Turnout determines elections, so we don't have to worry much about "moderates" voting for the Democrats. They are more likely to stay home than to vote for the Democrat.

The problem I see is that most RINOs come from areas which are heavily Dem and a conservative has no chance of getting any of the independent, or Dem votes and just getting Republican votes is not enough for victory, so you are trading away a Republican for a Democrat, taking the chance of giving the Dems majority in Congress.
