Jim Quinn put forth this solution to the immigration "problem" in today's show. I'm presenting it here (with some minor modifications by me) for discussion.
Basically, his solution is in two parts.
PART ONE: SLAM THE BORDER SHUT!
No proposal will work until we have complete control of the border. As long as its open, the problem will only worsen over time. Part of securing the border is SERIOUS santions against employers who hire illegal aliens.
PART TWO: Once the border is secured, then we'll deal with the (however many) millions of illegals currently in the country. Step 1: Announce a 90 day period for any illegal currently in the country to report to the nearest INS office and admit to their illegal status. At this time, they will be required to hand over any forged documents, drivers licenses, SSN cards, etc., which will be documented and destroyed. The INS will issue a ONE YEAR green card to the illegal, in their proper name, which will allow them to live and work in the US for 1 year. During this year, the illegals will be vetted. During this process, a background check will be done. Any FELONY, any TWO misdemeanors, any drunk driving convictions or any illegal drug use will result in immediate deportation. Also during this year, the illegal MUST learn to read and speak ENGLISH, and take classes in citizenship. As the year approaches the end period, the illegal must take a test in citizenship and mastery of the ENGLISH language. If he/she fails, he/she must take the test again within 30 days. Failure the second time means immediate deportation.
Also during this 1 year period, the illegal must remain employed. They may NOT bring in family members during this period.
FAILURE to report to the INS during the 90 day period specified above will result in a FELONY, with 10 years in prison, and immediate deportation after prison. Any attempt to return to the US after deportation will result in a 20 year prison sentence, and immediate deportation after completion of sentence. (I might add here, it would prolly be a good idea to turn them over to Sheriff Joe Arpaio, over in Phoenix for incarceration in his tent jails).
Upon completion of the 1 year probationary period, and successful completion of the tests specified above, the illegal would be granted residency status, and would move to the back of the line for citizenship. They would pay all required fees, back taxes, SS withholding, based on the information the SSA currently has on them. Any monies paid into Social Security prior to the period they report to INS and admit their illegal status, would be forfet to the government, and the amount of Social Security and Taxes due for the period they were working illegally, would be calculated by SSA and INS, and could be paid off through withholding over a 10 year period.
This proposal would serve two purposes: FIRST: it would allow us to get control of the border, and stop the invasion in its tracks. SECOND: it would allow those who want to become citizens a way to do so, by moving them to the back of the line, and requiring them to jump through all the hoops that those who do it legally are required to jump through.
Well, on one hand, maybe we couldn't deport all eleven million or so illegals.
Doesn't mean we couldn't at least make more then a token effort to enforce the laws we already have that make illegal immigration.......illegal.

In theory, the proposal doesn't sound that bad. But my guess is that all the INS offices in the U.S. could not process 10,000 illegals in 90 days, never mind 10 to 15 million. Can't be done. We all know how competent typical government bureacracies are.I

Citizenship after one year? H#ll, no! I lived in the US legally for 20 years, 12 of them married and with children, before I got my citizenship and they get a chance after only one year? I hope this doesn't make it. It is not fair to those of us who came here legally and went through all the hoops the INS told us to go through.
Any law or plan needs to be Enforced, by the Fire Dept, Game Wardens, Federal Marshalls, Police, Sheriffs, ICE, Border Patrol and Constables. No tolerance. But the ACLU will say that those laws are unconstitutional, so back to square one.
Yes, I know. It isn't going to become law. Let that not deflect us, from seeking the better road.

I think the proposal has merit and Bush could get it done, but he simply refuses to commit to Enforcement First.
Even with the National Guard he said it would be with the cooperation of the Border states governors and *up to* 6000 troops. Can you imagine Janet Napolitano of AZ cooperating? And what does "up to" 6000 troops mean?? If some form of "amnesty" is passed first we'll be lucky to see half that many on the border.
Enforcement first would give Bush much, much more credibility but he doesn't seem very interested in enforcement from what I can see.
I think you have some original and pretty good ideas. Kudos. As I said, I would tone it down. Have you ever tried to master a foreign language in a year?
Residency status, yes. Citizenship, no.

You'll get the "antis" telling you it's not fair to allow these "green carders" to remain in the US when some outside who are doing it the right way aren't allowed in.
Why does it take so long to get approved for a resident alien card anyway?
The legal immigration process has GOT to be streamlined.
That is the beauty of the plan. It finesses the you have to go home to try to come back to get the job you had issue, with an alternative, a too harsh one in my view, but headed in the right direction, which is what is really fueling the critical mass of "propenents" of illegals. They are terrified of the economic disruption, and the images of sad tales of woe on television. As I said, the plan is creative and construtive. Too bad in this case this site has near zero influence, typically.
