Bush Speech Ignores Criminal Aliens

During President George W. Bush's televised speech on the issue of illegal immigration, not once did he mention the hordes of criminals entering the United States and preying upon American citizens.

How often we hear the news media lamenting the fact that the US incarcerates more and more convicts each year. Want to reduce the incarceration rate? Then reduce criminals to enter the country illegally or enter legally but remain here illegally.

Some may accuse me of gross hyperbole when I say that the government of Mexico uses the US as their penal system, but truth be told, tens of thousands of criminal aliens who come into the US are from Mexico and our federal and state prisons, and local jails warehouse these lawbreakers at the expense of US taxpayers. Not only that, but the US provides an abundance of crime victims for these killers, robbers, rapists and child molesters.

When the United States incarcerates criminal aliens--noncitizens convicted of crimes while in this country legally or illegally--in federal and state prisons and local jails, the federal government bears much of the costs. It pays to incarcerate criminal aliens in federal prisons and reimburses state and local governments for a portion of their costs of incarcerating some, but not all, criminal aliens illegally in the country through the Department of Justice's State Criminal Alien Assistance Program managed by the Bureau of Justice Assistance.

Some state and local governments have expressed concerns about the impact that criminal aliens have on already overcrowded prisons and jails and that the federal government reimburses them for only a portion of their costs of incarcerating criminal aliens. Congress requested that the General Accounting Office provide information concerning criminal aliens incarcerated at the federal, state, and local level. For the criminal aliens incarcerated, the state and local governments that received reimbursement through SCAAP, only received about 25 percent of the costs .

At the federal level, the number of criminal aliens incarcerated increased from about 42,000 at the end of calendar year 2001 to about 49,000 at the end of calendar year 2004--a 15 percent increase. The percentage of all federal prisoners who are criminal aliens has remained the same over the last 3 years--about 27 percent. The majority of criminal aliens incarcerated at the end of calendar year 2004 were identified as citizens of Mexico.

It is estimated the federal cost of incarcerating criminal aliens -- Bureau of Prison's cost to incarcerate criminals and reimbursements to state and local governments under SCAAP --totaled approximately $5.8 billion for calendar years 2001 through 2004. BOP's cost to incarcerate criminal aliens rose from about $950 million in 2001 to about $1.2 billion in 2004--a 14 percent increase.

Federal reimbursements for incarcerating criminal aliens in state prisons and local jails declined from $550 million in 2001 to $280 million in 2004, in a large part due to a reduction in congressional appropriations. At the state level, the 50 states received reimbursement for incarcerating about 77,000 criminal aliens in fiscal year 2002 and 47 states received reimbursement for incarcerating about 74,000 in fiscal year 2003.

For the 5 states incarcerating about 80 percent of these criminal aliens in fiscal year 2003, about 68 percent incarcerated in mid-year 2004 reported that the country of citizenship or country of birth as Mexico, the Dominican Republic, or Cuba. Four of these 5 states spent about $1.6 billion to incarcerate criminal aliens reimbursed through SCAAP during fiscal years 2002 and 2003. Estimates are that the federal government reimbursed these four states about 25 percent or less of the estimated cost to incarcerate these criminal aliens in fiscal years 2002 and 2003.

At the local level, in fiscal year 2002, SCAAP reimbursed about 750 local governments for incarcerating about 138,000 criminal aliens. In fiscal year 2003, SCAAP reimbursed about 700 local governments for about 147,000 criminal aliens, with 5 local jail systems accounting for about 30 percent of these criminal aliens. The 147,000 criminal aliens incarcerated during fiscal year 2003 spent a total of about 8.5 million days in jail. Mexico leads as the country of birth for foreign-born arrestees at these 5 local jails in fiscal year 2003.

It's estimated that 4 of these 5 local jails spent $390 million in fiscal years 2002 and 2003 to incarcerate criminal aliens and were reimbursed about $73 million through SCAAP. It's believed that the federal government reimbursed these localities about 25 percent or less of the criminal alien incarceration cost in fiscal years 2002 and 2003.

You have to have some compassion for these criminals. They are not allowed to vote in their own country and they only come here to take part in our guest voter program.

I hear ya...yesterday a couple of press releases from FAIR were posted as threads. Essentially, they were ripping up the President's speech before he even gave it. A typical dimmocrat, liberal, ploy...

But what was missed by all of this is the fact that all of these "guest workers" as Bush calls them probably have never been vaccinated for anything like our kids are required to have. As reports appear about outbreaks of TB and other diseases in border territories we wonder. How safe are you and your families when we do not protect our borders? Just a thought.

No wonder you won't hear this figure in "polite company"...

In CA in the late 90s, it was passed by the Dems and the Mexico Bureacrats that Mexicans, illegal or legal, could vote in the elections of BOTH Mexico and America. Next thing I knew, free PC's were being installed (gift of California Taxpayers) of all "low-income" subsidized housing properties.

And then came the next bulleted point to hit the headlines: A move to make VOTING BY INTERNET valid and approved.

This story is not exactly true, Bush did mention increased crime as one of the impacts of illegal aliens, but he could of emphasized it much more. Case being:

On the Washington State Patrol 21 Most Wanted List list 17 of them are Hispanics not born in America and most likely illegal. And if you look at their photos on the WSP web site you can see they are a pretty gruesome bunch.

Bush should have done nothing on the economy (no tax cuts), nothing against jihadis, and should have just built a border wall...and borked an intern.

Well, it was a nice 17 minutes reviewing the virtues, values and contributions of legal immigrants...
It was heartwarming.

Looking at the bright side, he did not refer to the undocumented immigration officers as "vigilantes" once...

Now there are several cases of mumps being reported in the U. S. along with other small outbreaks of measles and chicken-pox.

The only way to deal effectively (no politician is willing to buy into that) with the important issue of illegal immigration is to close the borders and suspend immigration for at least a year. The illegals lurking throughout the country could be rounded up like we hunt other criminals even if it's one at a time.

As far as relations with Mexico and the other socialist/communist nations of South America are concerned, our ambassadors should be recalled for a period of time to show these Castroites that we mean business.

There's too much on our plate right now with the islamists, etc. without turning our back on our own border security.

How many of that 14 million or so includes terrorists? How many have contributed to sex crimes, murders, robberies?

Now that I never heard of but I am not surprised at all. They run across the border and have their (anchor) babies so they can get on aid to rise their American citizen.

But I did cut the budget in 2006. Well, only the part that included the authorized hiring of 10,000 new border agents.

Washington -- The law signed by President Bush less than two months ago to add thousands of border patrol agents along the U.S.-Mexico border has crashed into the reality of Bush's austere federal budget proposal, officials said Tuesday. Officially approved by Bush on Dec. 17 after extensive bickering in Congress, the National Intelligence Reform Act included the requirement to add 10,000 border patrol agents in the five years beginning with 2006. Roughly 80 percent of the agents were to patrol the southern U.S. border from Texas to California, along which thousands of people cross into the United States illegally every year.

But Bush's proposed 2006 budget, revealed Monday, funds only 210 new border agents. The shrunken increase reflects the lack of money for an army of border guards and the capacity to train them, officials said. Retired Adm. James Loy, acting head of the Department of Homeland Security until nominee Michael Chertoff takes over, said funding only 210 new agents was a "recognition that we need to balance those things as we go on down the road with other priorities."

The White House referred questions about the border agents to the Homeland Security Department.

The law signed by Bush had a caveat that went virtually unreported at the time. A summary, published by the Senate Government Affairs Committee, required the government to increase the number of border patrol agents by at least 2,000 per year, "subject to available appropriations."
I think the real priorities are evident.

Aha. But please to understand.. The Democrats in CA made it welcoming and easy for the illegals to come here. They proferred free housing, free education, free medical.

Who could blame Mexicans for wanting such goods, that they wouldn't have gotten in Mexico, to come here.

Former CA R-Governor Wilson was as strong as one could get on halting the Democrat Usurpation of LAW. He stood his ground. Firmly, and against this crap. And when term-limited, D-Gray Davis became the next GOVERNOR of California.

Gray Davis and his very good buddies next attempted to have UN LAW written into CA-Constitutional Amendments which had been enacted during Wilson's term, in order to abrogate what the people of CA had voted FOR.

Let's stop pussyfooting around the point!

CA AND DEMOCRATS ARE RESPONSIBLE FOR THIS ILLEGAL IMMIGRATION MESS

And will we, here in FR, ever hear a ********* word from the SO-CALLED "IMMIGRATION REFORMISTS" HERE IN FR SAY THIS???

Here is the line from the speech where Bush mentions the increased crimes. He did not "ignore criminal aliens" in the speech, though I wish he emphasized more on how many of the most wanted criminals are illegal aliens, See my Washington State Patrol MOST WANTED list post.

Once here, illegal immigrants live in the shadows of our society. Many use forged documents to get jobs, and that makes it difficult for employers to verify that the workers they hire are legal. Illegal immigration puts pressure on public schools and hospitals, strains state and local budgets, and brings crime to our communities.
