Bush has long described as amnesty any plan that would put illegals on a path to citizenship. That is what the compromise bill does.
It is sinkspur. Bush is outdoing Slick himself on this issue when it comes to redefining and parsing words and phrases.
Uh yes there is. The '86 Immigration Act was never officially called "amnesty" either (" i.e.The Immigration Reform & Control Act of 1986" ). But at least its supporters were honest and open about what it was. Contrary to the perception a lot of people still have, the '86 Act did not offer blanket amnesty/legalization to all illegals inside the country. There were all sorts of qualifications regarding employment, nature of work, length of stay etc. There were background checks and fines. There was also massive fraud. When you really get right down to it, this little more than the '86 legislation repackaged. The real difference is that we will legalizing a lot more illegals.
BTW, Tancredo is not threatening Bush. He is simply reminding him of that an unwise approach to immigration reform will have consequences. That was proven in spades by the failures of the '86 Act.
