Why insist on Mladic's arrest?

I don't think Europe should insist on arresting Ratko Mladic, the Bosnian Serb general accused of war crimes. That's hardly the side of the debate one wants to be assigned, because Mladic - described as the engineer of ethnic cleansing at Srebrenica and Sarajevo in the 1990s - should be arrested and handed over to the United Nations' war crimes tribunal. But why might it not be a good idea for Europe to insist on it?
There are good arguments for linking Serbia's entry into the European Union to Mladic's arrest, but the union isn't making them. Instead....

The only act approaching genocide In Yugoslavia during 1990s was the destruction of Serbian Kraina - the land inhabited by hundreds of thousands of people.
And unprejudiced traveler can see with his own eyes - which towns and villages got destroyed and depopulated (when you visit a destroyed village verify her previous ethnic status using prewar sources or your wit). Dubrovnik, Muslim parts of Sarajevo stand intact until this very day.
The anti-Serbian propaganda was the main tool used to benefit Muslims in Bosnia and Kosovo and nationalist Croats in Kraina.

Obviously, you missed the point, Henry.
The guy who wrote the article was an attorney FOR the World Court. His point wasn't "Why arrest Mladic?" It was, "Why demand Mladic when you are offering the Serbs nothing? Why not offer something first so that handing over Mladic seems like the natural thing to do."
Whatever Mladic is -- which until proven otherwise should be "presumed innocent until proven guilty" -- he isn't "Himmler". That's a gross exageration of not only Mladic's potential crimes, but of his importance to history.
I am neither defending nor condemning Mladic, because I wasn't there, Henry. Were you? His guilt or innocence is for a court to decide after hearing evidence. Otherwise, this "hang em high mentality" makes us no better than the fascists we both condemn.
