We will get a song and dance about more resources being directed towards securing the borders, but it will be largely cosmetic. He will cite percentages rather than real numbers, e.g., doubling the number of border patrol agents but not mentioning that we only have 10,000 agents now for both borders. Fences or physical barriers will probably not be mentioned, and if they are, it will used in the context of other measures. There will be a heavy emphasis on technical means including drone aircraft.
In sum, Bush will give us a "Rodney King solution," i.e., "Can't we all just get along." He will praise the immigrants, legal and illegal, as hard workers with families in pursuit of the American dream. He will promise a crack down on employers. He will promise secure borders. He will promise that this is not amnesty and that the undocumented workers will have to get to the back of the line. Etcetera, etcetera, etcetera.

...Out of millions of crooked employers who intentionally and knowingly hired illegal aliens after 1986 only a handful has been fined. There were 3 employer sanctions in 2005.I recall when Clinton only had 300 sanctions in a given year and FR was threatening armed insurrection.
