Theories and opinions are like you know what...everybody has one...
So heres mine.
I think there's going to be a lot of TALK regarding an immigration bill, but NO ACTUAL VOTE on one...before the November election.
To understand why...you need to start thinkin' like those deal makin', finaglin' guys in DC.
The majority of Americans in BOTH parties don't want a guest worker amnesty bill, they merely want the present laws enforced, and the border secured. Having an actual vote is way too risky for those pols who are up for reelection...so there wont be a vote.
In opposition however, there is an unusually broad / strange bedfellow coalition of special interest groups, advocacy groups, Fortune 500 companies, left wing / communist / socialist front organizations, wealthy George Soros clones....etc...etc.... all of whom WANT an amnesty / guest worker bill. I think that the threat of large class action suits brought against flagrant violators, the calls for stiff fines and jail time..and even talk of RICO prosecutions and fines..has scared some of the big guys.
Its all about cheap labor, large job shops, depressed wages, cultural instability, growing a new entitlement class, a new Great Society structure...you name it...each group has their own interests in this legislation.
So...the pols will try to have their cake...and eat it too...keep those big campaign donations coming in, keep their extreme activist base elements happy...and keep their general constituents happy too...in theory.
AFTER the election...all bets are off IMO.
I think a deal of sorts regarding the general outline of this legislation was actually reached...between the WH, the Gang of 14,(most notably McCain), and Reid, Kennedy, and other key Democrats, way in advance of all this hoopla.
I think the furor over the protests, and the phone calls caused these guys to hold off, and 'stratergerize' a bit...in those closed door sessions that Kyl, Cornyn, Sessions and others were NOT invited to.
My hope is that Pubs like Sessions, Coburn, and Kyl in the Senate, and a whole host of folks in the House will somehow kill or filibuster this bill...somehow...someway.

Reaching the agreement is "not easy with the political atmosphere," Reid said. Harry the undertaker's comment reminds me of someone who purposely eats cabbage and pinto beans the night before a big meeting so he can 'effect the atmosphere' of the meeting and then complaint to the media whoredom about how bad the stench.

Republican leader Bill Frist says the Senate will send 14 Republicans and 12 Democrats to the other side of the Capitol to negotiate a compromise.Why do they need 25% of their body to negotiate. Seems like a smaller group could represent the Senate in negotiations. Is this typical of these kinds of conference committes?

Reid acknowledged on the Senate floor Thursday morning that he "didn't get everything that I wanted" in the agreement, but said Frist didn't either. Reaching the agreement is "not easy with the political atmosphere," Reid said. And the American people got nothing they wanted.
