The govt of Arkansas didn't act in good faith. They continued to ship tainted blood after it was well known that it was dangerous to do so. There won't be an inquiry because Bill Clinton and some of his cronies would wind up in prison.

As governor of Arkansas, Clinton awarded a contract to Health Management Associates to provide medical care to the state's prisoners. The president of the company was a long-time friend and political ally of Clinton and later was appointed by him to the Arkansas Industrial Development Commission. Later, he was among the senior members of Clinton's 1990 gubernatorial re-election team.
The death toll from the tainted blood has grown since the figure of 3,000 was calculated in 1997, but recent estimates are not available, the Associated Press reported.
Duplessis said the organization accepted responsibility for "having distributed harmful products for those that rely on us for their health."

There are enough victims in Canada for a class action suit.
Wonder why the victims - or their families - have not taken action.

I remember a few things about this. Governor Clinton sold a lot of tainted blood drawn from prisoners to Northern Canada and other foreign countries. The Arkansas prison doctor collected a lot of evidence but with "the fix in," he was afraid and wrote it up as a novel. His house with all the evidence burned down about the same time as the Royal Canadian Mounted Police warehouse containing all their evidence burned down.
I remember Newsmax had interviewed some prisoners - the prison re-used needles without sterilization. The prison blood product factory was like a horror house of prison infections passing to every prisoner who participated and ensuring that a high percentage of the blood product was tainted.
Then Governor Bruce Babbitt was doing the same thing in Arizona colluding with Governor Clinton. Later Clinton appointed Babbitt as the United States Secretary of the Interior.
