Ok so the guy is a total mess as per the article. Does that necessarily mean he must continue to be reelcted to Congress as is the best RI can scrape it year after year? Under normal circumstances, people usually would not want someone in worse mental shape than themselves calling the shots. But then again when is it ever normal when it involves a Kennedy.
