Capitol police investigate motive behind story By Casey Ross Saturday, May 6, 2006 - Updated: 02:16 AM EST
Police are investigating whether U.S. Rep. Patrick Kennedys bizarre crash-scene story about being late for a 2:45 a.m. vote was a desperate attempt to escape an OUI bust by invoking a law that prevents members of Congress from being arrested while en route to formal sessions, authorities said.
Kennedy, who yesterday admitted an addiction to prescription pain medication, told officers upon emerging from his Mustang convertible Thursday morning that he was late for a vote, even though formal business had ended hours earlier, according to a police statement.
There are a lot of different thoughts as to why he said that, Capitol police officer Mike Killough said. Were looking into what he stated and what other people have to say about what he did that night.
Killough said police are careful to observe a provision contained in the U.S. Constitution that protects members of Congress against arrest while traveling to and from formal sessions.
The constitutional provision includes exceptions for felony or breach of peace - which could apply to Kennedys actions, depending on what investigators find - but Killough said cops typically use restraint when Congress is in session.
You can always take appropriate action afterward, and we have in the past, he said.
A hostess at the Hawk n Dove bar, a popular Capitol Hill watering hole, told the Herald that Kennedy was drinking in the hours before cops say they watched his Mustang swerve eratically, nearly hit a police cruiser and smash into a concrete security barricade.
Kennedy said he did not drink alcohol before the accident and instead blamed his actions on a reaction to the sleep medication Ambien and a gastroenteritis drug called Phenergan.
After initially saying he got behind the wheel because he was disoriented and believed he needed to vote, Kennedy said yesterday he has no memory of getting out of bed or crashing his car.
Conflicting statements
U.S. Rep. Patrick J. Kennedy (D-R.I.) seemed to remember a good bit about his Thursday morning car accident on Thursday evening. But by Friday afternoon, his memory was failing.
THURSDAY: Following the last series of votes on Wednesday evening, I returned to my home on Capitol Hill and took the prescribed amount of Phenergan and Ambien, . . .Some time around 2:45 a.m., I drove the few blocks to the Capitol complex believing I needed to vote. Apparently, I was disoriented from the medication. At that time, I was involved in a one-car incident in which my car hit the security barrier at the corner of 1st and C St., SE.
At the time of the accident, I was instructed to park my car and was driven home by the United States Capitol Police. At no time did I ask for any special consideration, I simply complied with what the officers asked me to do.
FRIDAY: I simply do not remember getting out of bed, being pulled over by the police or being cited for three driving infractions. Thats not how I want to live my life. And thats not how I want to represent the people of Rhode Island.
What happens with the stupid party is that they allow these clymers like Kennedy and Schumer to get entrenched and then when they actually run a decent candidate as when Romney ran against the Cape Cod Orca in '96, the fight is extremely tough leads the genius leadership to conclude it's not worth the fight and the money. So they give up and that's where we are now. (Except for Hellary because somehow they're deluded that she's the one candidate they can go after.)
"Yeah. Some Guy."
Actually, I don't think Any Guy is running against him, but that could change, the filing deadline is June 28th per today's NY Post.
Good post, though, you're right, you can't beat somebody with nobody and no support.

(shudder)
Here is a better image to put you to sleep.
No physical proof of intoxication? Swerving eratically, nearly hitting a police cruiser and smashing into a concrete security barricade aint exactly sober acts are they?
"Rather, Kennedy stood before all the cameras and said it like it was. No wimpy tears, nada, stating voters come first. Took the blame like a MAN, a STATESMAN at that."
Uh, was that before or after he said he took prescription drugs, and LIED that he was "on the way to a vote" (he was clearheaded enough to use that one, a grasping at straws involving the DC police not stopping anyone who has to make a vote for certain reasons), or was that before or after he drove while under the influence--potentially endangering lives--and said he "didn't recall", or was that before or after he got preferential treatment from the cops?
It's really amazing how they laughed their asses off over Limbaugh, who never drove under the influence that I know of, but are prostrating themselves over this poor victim.
Ahhhhhhhhhhhhhhhh...
Say this over & over until it sinks in.
If he cannot remember, perhaps he forgot chugging a liter of schnapps to wash down the pills!
A complete picture of the Life cover will show a date on the lower right hand corner, years before Mary Jo.
All but the most gullible (and the willing helpers in the press) can see through this garbage.
Add William Jefferson, Democrat Congressman from Lousiana.
Seems he has been receiving bribes. The briber is in trouble with the law. Since Jefferson wasn't brought down simultaneously with the briber, some think that somehow he might skate. I doubt it. Even Pelosi - who is well aware of her "culture of corruption" being on the line against Republicans - said yesterday that the House Ethics Committee should investigate Jefferson.
Oh and that reminds me...Alan Mollohand of West Virginia who was the ranking Dem on the Ethics Committee had to resign from it due to ethical problems - BIGTIME - of his own.
The newspaper of record in Boston, the Globe, has a different take.....
" One of our Favorite Sons victim of unscrupulous doctor".

The "Kennedy curse" is actually an arrogant, iron clad attitude of superiority and unaccountability that was instilled into the entire family by Papa Joe. Believing they are absolutely superior to us ordinary mortals and that they are unaccountable for their actions has led all the Kennedys to extreme recklessness in their public an private lives, recklessness that's cost many of them their own lives, and, far worse, cost the life of at least one mostly innocent young woman, instead of the life of the evil pig who was trying to seduce her.

......I would imagine that he is probably the norm in R.I. as they appear to be very proud of him........
They are so bad off in RI they have to import role models from Boston.
The thing that saves these shanty Irish criminals is that the money still, to this day, continues to roll in.
